
On 26 November 2025, Hilde Haug, Deputy Head of the Council of Europe Office in Ukraine, paid a working visit to the National Academy of the Security Service of Ukraine (SSU Academy). The programme included a meeting with Rector Andrii Cherniak and a tour of the SSU Academy’s facilities.
During the meeting, the parties discussed ongoing cooperation, reviewed progress in strengthening the SSU Academy’s online training portal and integrating modern approaches to adult learning. Potential future areas of cooperation were explored too. The discussion reaffirmed the shared commitment to developing modern, practice-oriented training opportunities for SSU staff.
Rector Andrii Cherniak expressed gratitude for the partnership, noting: “The Council of Europe was the first international organisation to begin cooperation with the SSU Academy as direct project beneficiary and to provide tangible support. We truly appreciate the responsiveness and professionalism of our cooperation.”
Hilde Haug highlighted the importance of long-term collaboration: “We highly value our partnership with the SSU Academy and recognise the essential role of professional training in strengthening institutional resilience. I hope we can continue building on our existing good cooperation to further outline key priority areas for supporting the SSU Academy’s trainers with practical, high-quality resources.”
The visit builds on the long-standing cooperation between the Council of Europe and the SSU Academy within the framework of the project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period – Phase II” (the Project). It included support for institutional development, staff training and introduction of modern learning tools – all of these helped strengthen the SSU Academy’s training infrastructure and expand opportunities for professional development of SSU personnel.
The Project is being implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026 in cooperation with the Security Service of Ukraine, the State Bureau of Investigation and the National Police of Ukraine.
